To develop a preliminary action plan at the regional level that supports a comprehensive, integrated legal services delivery system statewide.

· Learn more about needs, get nuts & bolts of how to coordinate

· See how to expand and bring LS to immigrants

· To find out what is available to Indian people

· Update on LS and to collaborate more with GCLF re seniors

· Believe that poor people should not be trod upon. To find out what to do or how to get an agency formed.

· Take one thing to implement to assist in providing services

· Share what we do, communicate Christian mandate is to not turn people away.

· Learn more about coordination with other agencies

· Access advice for rural elderly

· Find out how to entice local bar members to participate

· Hope to create new partners for LS to poor

· Move to more concrete solutions

· Learn from everyone about what is available, make connections

· ID 7 people willing to work for 2 years to double funding in 5 years

· Gossip on consolidations and funding situation. How to coordinate to do impact work. Problems with taskforce functions

· Figure out how to augment LSP so can go where LSP cannot go

· Keep in mind who we are representing

· Group to come to one mind about why we are here and look at how to do that in the best way for clients.

· Work with open heart and understand who we are talking about.

After presenting the keys to an integrated, comprehensive legal service delivery system participants were asked:

What was encouraging?

· Better understanding; Commitment to improve system

· Good intention; Maximize resources i.e. meaningful referrals

· Effort to maximize and coordinate resources; That we are here

· Recognition by LSC of the problem (this is key)

· All addressing unmet needs; Maximize resources

· Coordinated concerns regarding problem

· Training youth; Better understanding

· All here addressing unmet needs

What were red flags, concerns?

· What about non LSC; Assurance of case acceptance

· 1 for 1500+ large number of groups in state

· Resources in state scarce; census count; Large # groups in state

· low funding (47 out of 50) (low % private money);

· Inaccurate census count (can mean reduction of funding, erosion of services); not in this lifetime

· Negative competition between LSP i.e. census

What was missing?

· Greater number of under-served in some areas; Sources of $

· Legislative advocacy component;

· Hispanic representation in this meeting; Interaction with non-Texans

· No faith that it would happen in this lifetime

· Gaps in services (criminal, elder, contributions by non-pro bono attys)

· Shame, Shanda, and Siuchi

· Inclusion of clients from this meeting (Missing)

· MASS (Mothers and fathers for the Advancement of Social System)

· Elder problems diverse special areas of law no adequate representation for Aids & family law advocate representation to poor.

· Non-lawyers referring to lawyers
