Controller

TLSC seeks an experienced Controller responsible for essential financial and accounting functions, including appropriate close and reporting cycles, grant, and contract accounting, cost and match allocations, operational and grant budgeting, and audit, review and tax support.

Requirements

 

  • Perform full-charge accounting work for Texas Legal Services Center Program.

  • Administer all aspects of revenue program as it relates to payments made by state and federal funds.

  • Maintain and balance accounting and financial records, documents or reports.

  • Management of monthly close process.

  • Responsible for monthly cost and match allocations across programs and funders.

  • Responsible for monthly reconciliation of all balance sheet accounts.

  • Review and approval of payroll journal entries

  • Creation of Journal Entries for changes and corrections

  • Review cash dashboard, invoices and payments before submission to the Director of Operations.

  • Monthly reconciliation of bank statements

  • Ensure all internal and external reporting deadlines are met including grant reporting to grantors

  • Regular monthly and/or quarterly reporting to Executives, Board Members, and Managers

  • Prepare a regular and timely budget to actual reporting for individual grants and reviews same with Managers to evaluate spending trends and balances

  • Preparation and modifications of budgets and forecasting for all grants in conjunction with Program staff

  • Reviews Notice of Award (NOA) for accuracy, reconciles against the proposed budget. Reviews any discrepancies with Grant and Contracts Office and PI and prepares award budget

  • Prepares a tickler system to notify officers of reporting and other requirements as noted

  • Ensures that all appointments and deadlines are calendared and timely executed with sufficient time dedicated for upper management’s approval of grants/contracts and outgoing documents

  • Reconciling and closing of grants at end of each cycle

  • Coordinate with management and senior accounting to respond to any questions or requests from funders prior to the issuance of awards

  • Preparing for and supervising inside and outside audits, including external and/or grantor audits

  • Facilitate preparation of accurate and timely tax, 1099 and other required reporting

  • Provide technical direction to the different accounting functional areas (invoice processing, billing, cash receipts, work order processing, receivable collections, cash application, month-end close, journal entries, statistical data, and payroll).

  • Implement accounting best practices.

  • Ensure accounting policies and practices company with financial, audit and grantor requirements.

  • Suggest and facilitate the development and continuous improvement of internal controls and Organization Policies and Procedures.

  • Adhere with federal state, and grant policy and procedure guidelines

 

 

 

Essential Functions, Knowledge, Skills, and Abilities

 

  • Ability to work effectively in close collaboration with the Accounting team, Human Resources, Managing Attorneys, Director of Operations, Associate, Deputy, and Executive Directors

  • Demonstrates proficiency in Microsoft Office products, and possesses the ability to learn in-house technology; such as payroll, case management systems, and other office software applications

  • Develops project plans; coordinates projects; communicates changes and progress; Completes projects on time and within budget; manages project team activities

  • Coordinates with a manager to prepare and finalize proposal submittal to ensure timely submission of applications and related historical documents

  • Must possess high initiative and be detail oriented

  • Organized and able to work with little supervision

  • Skill in handling multiple tasks, prioritizing, and meeting deadlines

  • Skill in effective oral and written communication

  • Skill in exercising sound judgment and effective decision making

  • Ability to provide excellent customer service

  • Ability to arrange for personal transportation for business-related travel

 

Position Qualifications/Requirements

 

  • Bachelor's degree in accounting or finance

  • Minimum 5 years of relevant accounting and financial experience, or the equivalent in education and experience required.

  • Experience with a non-profit, grant invoicing, or billing governmental agencies

  • Knowledge of principles and practices of advanced nonprofit accounting

  • Knowledge of the laws, rules, and regulations for nonprofit financial record keeping and reporting especially regarding grant and other donor requirements

  • Demonstrated knowledge of grant accounting and contract management

  • Advanced experience using Excel, including pivot tables and custom reporting

  • Advanced QuickBooks skills

 

 

 

Preferred Qualifications

  • CPA Certification

  • Certified Contract Manager

  • AICPA Not-for-Profit Certificate

  • Knowledge of the Super Circular and other OMB Circulars

Grants Specialist

The Grants Specialist is responsible for providing grant administration and conducting compliance monitoring of grant requirements.   This position processes reimbursement requests, prepares quarterly and annual reports, budgets and budget revisions.  This position is expected to maintain a high level of professional standards and ethics while maintaining a positive approach to day to day work activities.

Essential Job Activities

  • Create and maintain an efficient and effective grant filing, tracking and reporting system while ensuring grantee requirements are met. 

  • Coordinate grant related processes, including communications of information regarding submission deadlines, information requests and status updates with executive leadership and program staff. 

  • Monitor grants and ensure compliance with grant requirements and federal and state regulations while administering agreements, contracts, expenses and associated activities.  

  • Process reimbursement requests as well as budget amendments and ensure requests and/or amendments are accurate and valid, in compliance with contract requirements, and allowability of costs.   

  • Conduct in-depth trend analyses of budgets to identify potential budget variances and recommend a plan of action.

  • Participate in the development and revision of department policies, procedures, guidelines and grant management tools.  

 

 

 

Other Requirements

This work is professional and requires the following activities unless a reasonable accommodation is needed:

Eligibility Qualifications

Minimum: Bachelor's degree and an interest in working with children and families. Preferred: Bilingual; enrollment in an accredited law school; experience working with children and families; social work, education, or family law experience.  

 

Classification: Hourly, Part-time, Non-exempt

 

Reports to POLL Hotline manager

Office Hours: 8:00 AM – 7:00 PM

Additional hours may be required on occasion
