Contract Project Manager
The LACHS (Legal Aid for Children’s Health and Security) Project Manager will work closely with the managing attorney for the Family Helpline and statewide LACHS grantees to create an online portal for Texans to access legal information and referrals in support of child safety, health and family stability.
ABOUT THE INIATIVE & THE FAMILY HELPLINE
Given the size of Texas and large variations between communities, as well as the multiple overlapping legal issues that can arise when child safety and health are at issue, it is very difficult for most families to navigate legal services in Texas. Texas Legal Services Center currently operates the Family Helpline, which is a free, statewide legal service that provides information about Child Protective Services and child safety. The goal and objective of the LACHS grant is to keep the Family Helpline model intact while creating new pathways for Texans to easily access and navigate the services available through the Family Helpline services and other LACHS grantees. This will be done through the creation of an online portal that will provide personalized, appropriate, and immediate referrals to various legal programs and resources across the state.
ESSENTIAL FUNCTIONS

Assist in coordinating LACHS grantee meetings and calls to promote collaboration, problem solving and advancement of the LACHS grantees’ goals and objectives.

Research current needs from partner organizations and create solutions for how to best facilitate access to legal resources via the online portal.

After conducting research and assessing current needs, make recommendations regarding the conversion and/or expansion of our current Family Helpline phone number to a structured statewide intake portal.

Conduct the vendor RFP and selection process from start to finish.

Oversee the implementation of the online portal in collaboration with the Family Helpline managing attorney.

Facilitate integration of vendor's services with TLSC's case management system, Legal Server.

Oversee the development of a process to track data necessary for LACHS grant reporting purposes.

Oversee the development of a process to gauge the satisfaction of users of the online portal.

Act as a liaison between the Family Helpline managing attorney and vendors regarding troubleshooting, best practices, testing, etc.

Act as a liaison and resource for TLSC staff and LACHS partner agencies once the new portal is operational.

Create a manual describing ongoing structure and sustainability of the portal beyond Year One.

Conduct outreach to partners and other agencies regarding the new system and services.
Maintain confidentiality and comply with all legal and privacy data standards. -
Perform special projects as assigned.
COMPENTENCIES
• Proficient in Microsoft Software Applications, Outlook, Teams, and project management tools
• Technically savvy with proven record of creating successful online portals, conducting user testing, and incorporating feedback into development processes.
• Familiarity with web development languages and database management.
• Ability to create comprehensive reports, documentation, and training manuals.
• Strong organization and attention to detail skills.
• Exceptional and diplomatic verbal and written communications.
• Outstanding interpersonal and collaboration skills.
• Experience working with and compiling and organizing a large amount of information.
• Strong time management and multitasking abilities.
• Ability to effectively meet performance expectations in a remote work environment.
MINIMUM EDUCATIO AND EXPERIENCE
• Associate’s Degree in project management, business administration, or related field.
• Proven application of client-centered design practices.
• Project management experience in a nonprofit environment a plus.
• Preferred experience providing oversight of multiple vendors and proficiency in case management systems (Legal Server) and online portal integration.

PHYSICAL REQUIREMENTS

Sedentary work that involves sitting most of the time.

Occasional bending, squatting, and kneeling.

Exerting up to 10 pounds of force occasionally, and a negligible amount of force as needed, at times to lift, carry, push, pull, or otherwise move objects.

Ability to travel as needed (negotiable based on location of the Project Manager and the needs of the program) for meetings with staff, grantees, vendors, and work-related events.
Details and Instructions
The project manager is a full-time contract position. This is a 12-month grant funded position.
SCHEDULE
Monday - Friday | Hours to be scheduled between 7AM - 7PM
Other hours may be needed as determined by the Managing Attorney.
