Texas Legal Services Center Launches Legal Kiosks in Rural Counties Across the State

Free Legal Help Now Available in Pearsall and Perryton

May 16, 2025 — Texas Legal Services Center (TLSC), a statewide nonprofit dedicated to expanding access to justice, has unveiled Frio County and Ochiltree County’s first legal kiosks—bringing free legal resources directly to the community.

 

Located at Pearsall Public Library (200 E. Trinity, Pearsall, TX) and Perry Memorial Library (22 S. E. 5th Avenue, Perryton, TX), the kiosks are part of TLSC’s Legal Kiosk Project (formerly Virtual Court Access Project), a groundbreaking initiative aimed at closing the digital divide and ensuring underserved Texans can access critical legal help. The project is generously supported by Texas Access to Justice Foundation.

 

These kiosks function as virtual legal aid centers, offering computer stations in trusted community spaces. Visitors can connect with courts, apply for legal aid, access legal forms, participate in virtual court hearings, and get real-time help—all at no cost.

 

The kiosk is available to the public Monday to Friday, 10AM – 4PM.

 

“The real power of the kiosk isn’t just the technology—it’s the partnership with community hubs like Pearsall Public Library,” says Karen Miller, Executive Director of Texas Legal Services Center. “By placing legal services in familiar, accessible places, we’re helping more Texans get the help they need—when and where they need it.”

 

Designed for Accessibility and Impact

The kiosks are available in English, Spanish, and Vietnamese, and offer:

  • Real-time chat with legal professionals during open hours, Monday – Thursday 10 AM to 2 PM.

  • Remote technical support

  • Direct access to TexasLawHelp.org, the state’s top legal self-help website and powered by TLSC

  • Resources for people without a computer, smartphone, or reliable internet access

  • A printer and a scanner


Income-eligible visitors can also receive free legal advice through TexasLawHelp.org

“Legal kiosks are an on-ramp to justice,” adds TLSC Executive Director, Karen Miller. “For many, it’s the first step toward resolving an issue that’s been holding them back.”


These kiosks are part of a growing network of kiosks rolling out across Texas in 2025. TLSC’s goal is to place legal help within reach for every Texan who needs it.
